The feature was intended to be used in stock LSA as a way for the Germans to absorb the many weak battle groups or unbalanced 'armor only' battlegroups they get into more effective full-sized battle groups. You wouldn't normally want to merge full-sized battle groups together as there is no advantage to doing this (you can't increase the number of slots available beyond the maximum.) The size of a battle group is determined by counting the number of companies present in the force pool. To determine the number of companies the game adds up the current vehicles and personnel as separate totals, then divides each by the 'base unit size' as set in fpools.txt. If total companies are greater than 10 the unit is considered a full-sized regiment. If total companies are greater than 5 it's a reduced regiment. More than 2 companies is a battalion, otherwise it's a company. BG size is compared as Regiment > reduced regiment > battalion > company. The only reliable way to tell the size of a BG is look at the number of slots. If the number of slots are equal than the BGs are equal in size and the tie-breaker is the commander's tactics + charisma ratings.
