Anyone enjoy using these? Are the worth the investment? Seems like you'd need to do quite a bit of damage to even get your MPP worth out of them.
Also, are they impervious to all but direct attacks from ground units? Seems to be the case in my game against my brother. He has thrown tons of air and naval units at them and hasn't done any damage.

I like rockets. They are an attacker damage-free way to reduce Malta, Leningrad and other difficult hexes. But I don't feel that they are worth the MPP's. I usually find something else more important to buy with my limited MPP's. I have found that shore bombardment does little damage to anything but aircraft on the coast in this game. As I recall, rockets are vulnerable to air strikes and quite vulnerable to direct ground attacks.

Fun toys against lame opponents, England. The war will be over (in a bad way) against any legit opponent, before they become experienced & upgraded.
