As the title says... A small UI glitch in the Mission Editor: it's not possible to move targets down, only the UP arrow works (see screenshot). I'm running 1147.13.

FIY those buttons were removed completely in 1147.14. There is a thread here somewhere that discusses that the order did not actually matter anyway.
