War in the East is, IMHO, the best choice right now. It offers a lot of scenarios and campaigns (from small operation to the whole war), it is not really that hard to learn, and it is hard to learn how to play well - always a plus in my book. You also can find a lot of online opponents in the dedicated forum. Decisive Campaigns Barbarossa is simpler, but introduces an interesting role-playing aspect: you are the middleman, stuck between a demanding boss and prima-donna generals. Quite realistic IMHO. It only covers Barbarossa, toh. The Operational Art of War IV has tons of scenarios set in the East Front, from mind-numbingly detailed campaigns to simpler operations. You also get all other theatres and scenarios ranging from horse & musket to modern day. WitE, however, is more "dedicated" and (still IMHO) even a bit simpler than TOAW. Before committing your hard-earned money you could wait for WitE 2 - which will use the more refined and detailed War in the West engine. However, I play WitE since when it was published, and it is a perfectly fine game.
