Once a unit is moved I rarely see its effectiveness get back to 100% even when sitting in a hex of map supply 8 and adjacent to an HQ. Is truck supply required to get to 100%? I moved the Para unit just after it arrived and I have been waiting for it to reach 100% so I can drop it but it has not got there and it is now Sep 1940.

Put it on a rail. Use a supply truck to boost it up to over 100%.

Weather will bring down your effectiveness, regardless of whether you let it "rest" or not. So not a good idea to move when you see double rain drops or snowflakes, since it lowers effectiveness and your movement is severely restricted. Pay attention to the supply in the hex and as stated prior, you can use supply trucks to boost it.

I've moved my para once by rail the turn after deployment to actually be in range of doing something.
Since it's initial deployment it's been at 98% sitting on a rail hex (obviously) adjacent to an HQ for four turns with no increase in effectiveness.

So is the deployment turn the only time it will ever naturally (IE: not using EXTRA truck/air supply) see 100% effectiveness?

Unless I do not understand it correctly, the way the formula is made, it means that at 99% effectiveness, the best one can gain without trucks is less that 1% (0,28% I believe). However, I have seen units getting to 100% by themselves. So I assume that either it is always rounded up (so at least 1%) or that fractions are added until it makes 1%?

Yes, it is rounded up. I have made few tests to check. The formula works.
