I think I covered most of the manual (section 5.7 in particular) and could not find an answer.
Google was not any help.
Searched the forum by keyword 'weight' and 'stratagem'. No results related to this specifically.

Just trying to understand what would cause some cards to have a higher weight than others and if I have any impact over that. Or, if events happen in the game that cause those weights to change. If I had to guess, it would just be hard-coded to favor getting some cards more than others and that makes sense. What worries me is the RNG aspect of that though. Open Contact is weighted heavily but if it just doesn't get chosen, that sort of seems like it would really mess with diplomacy.

I appreciate both anecdotal responses of your own experiences and/or documented fact. Thank you.

go to reports > help > stratagen ency for some insight.

I know the leaders of your councils are happy the greater the number of cards.
Different councils generate different cards

Thank you for the reply. Unfortunately, I was not able to see any information on the card weight there either. It shows the needs required for the card to generate and the cost to play the card in PP but nothing about the weight that shows in the Reports > Overview > Stratagem Generation Overview screen.

You have no influence over the weights. The weights seem to change all the time (at least for postures) to make sure you get a good variety of them.

Did some testing. This seems correct. Weight will rise when it does not get chosen and then fall if it makes the roll. This seems to ensure you have a chance for most everything while keeping it somewhat random and unpredictable. I like it!
