I was instructed to place this here for consideration. I was trying to rail the Magdeburg militia to Rouen and the program would tell me that doing so would collapse Vichy. Let me know if the zip works out. The program was giving me trouble for some reason.

The partisan in Paris blocks all rail moves to Rouen except through Vichy France.
