Can this be improved? These forces should be put in the rear like human players do...

This is the biggest problem of AI.

If referring to the Russian deployment for Barbarossa, you've pretty much got two options: 1) Sacrifice the deployments and dig in 4-6 hexes back from the border using engineers, so the Germans run into a line of entrenchments running on either side of the marshes (historically gamey, but legal). This has been used against me successfully a number of times, stopping my Germans dead by the end of 1941 short of even the historical German gains. Counter for this is to focus German air and artillery on a point in the fortification line and bust through, but not easy. You'll see the fortifications appearing on the map to let you know what the Russians are doing and whether you need to build more artillery to counter. 2) line the border areas where they arrive with garrisons and corps to force the deployment to be behind. I've found this to allow the survival of some of the air and other units, but the lost garrisons give German units an easy kill with experience, so its a trade off, but I think worth it if it saves more expensive and hard to build air and HQ's.

Yeah, I tried this idea too. It saved all the invasion deployment tactical bombers, one HQ and two ground units from being overrun where they deployed on the border. The garrisons died in droves, but then I had a stack of cheap garrisons to buy back later.

I'm referring to everywhere in general for the AI. Are you referring to AI or human player?

Do a little research and you will find Strategic Command pretty much follows the real world script for the launch of Operation Barbarossa. The Russians were decimated at the outset as the Luftwaffe had a field day taking out enemy aircraft, troops and command & control centers . . . always nice to modify the game to give the Russians a better chance at survivability by placing units a bit further from the front line, but that's not how the cookie crumbled in the summer of '41.
