After thinking about it & looking in the manual, I don't know why a surface ship would not be kept in raider mode. Is there some disadvantage I don't know about?

Ships, while raiding convoys, use supply. After few turns of raiding supply will be depleted, making them less effective in combat.

It can also give their position away, as the enemy will see a ? showing their last raiding location, and that might not be what you want.

Just to be clear:
If a surface ship is sailing in the open seas and not raiding a convoy route, does it use supply or does a ? appear to show location.
If not then a ship could be in raider mode with no effect if it is on the open seas.

Correct, even if in raider mode, a raider only potentially shows a ? if actually raiding and will only lose a supply point if raiding as well.

So in a round about way, I am back to my original question:
Is there any disadvantage in keeping a surface ship in raider mode all the time unless you actually don't want to raid a convoy route.
