Hoping the hive mind here on the forums can help me out. I'm playing through my game, and am getting options for creating new unit types (tanks, artillery, IFV's, etc) but I don't ever get a new formation types. I'm sure there is someplace to do it, but I can't find it for the life of me.

Can anyone lend a hand?

You mean OHQ formations? OHQ formations need to be discovered and researched by the staff council.
You can create independent formations (and attach up to 2 of them to each OHQ) without research needed though.

You staffer needs a high High command skill and WAR stat only. It helps to give him the Tacticus Genius and Dopaminator, each boosting that stat.

What's the user flow for that on the UI? If I wanted to create independent formations, lets say two of them, how do i go about attaching them to an OHQ?

In the Raise Formation screen, you can raise independent formations by checking the relevant checkbox in the top right. Once raised, you can attach them to an OHQ by selecting them, going into 'Unit Admin' in the bottom of the right-side panel, and clicking 'Change HQ'.
