Cavgunner -> Private City Assets not building/improving (12/6/2020 3:32:18 PM)

Hello all, I'm not sure if this is a technical issue or I'm just missing something. I'm running the stock latest version - no mods. For my latest game, I have corporations OFF- not sure if this is contributing to the problem, since not a single Private Investment card has appeared. About 50 turns in, my capital has a population of over 130,000 and has over 30,000 private funds available. However, all but one of the city's Private Assets is still stuck at level 1 growth. This is the same scenario in a former Major capital nearby that I conquered - private assets such as Sewers, Museum, and so on all stuck at level 1 despite being a Level IV city. I have also founded 3 new towns in order to extend my logistical chain, and none of them are building private assets at all. Please note that I now have my tax rate for Sales Tax sent to 0%, however, when I had it at 20% a few turns back I noticed my total income was only 4 credits. Obviously, what this boils down to is that my cities, especially the new towns, have a badly underdeveloped QOL and because of the apparent non-existence of a private economy (despite large amounts of private funds available in each city) I'm running a deficit of over 1,000 credits per turn. Any thoughts/help? Edit: I should also mention that while there are other AI empires on the planet, I'm not currently in contact with any of them due to this world being so underpopulated and desolate... so there isn't a lot of trade going on.
