Short answer is, in WW2, Germany took all the stuff from the countries it occupied (Ukrainian grain being sent back to Germany, France being looted of basically everything, as two examples). In WW1 Germany didn't have that option because the only places it really occupied were Belgium and Poland, and so went without. If the 1940 attack failed and Stalin cut off his exports to Germany, a blockade would have been just as effective against Hitler as it was against the Kaiser. Probably more so. - BNC
