Please allow for the option when starting a new game to have no leaders assigned to positions, I find that most often the most unqualified people are in positions I would never want them in, it's quite frustrating to have to spend all of your early PP to relieve and reassign people to roles that will actually be useful.

This could easily be a game setting checkmark under the council options during the new game setup.

I also find that most of my "leaders" have a capacity of 1 and 2 when 3 is supposed to be the average, why is it weighted so heavily for below-average leaders? In my last game, my city gov, Sup Com, and Secretary were all Cap 1, and an unassigned advisor was Cap 4.

That is against the game philosophy, where you are supposed to play with the cards you are dealt, and the purpose of the game is to prevail against all the bad things happening to you.

"But who cares how I like to play on my own?"

This game is a piece of art, and the artist deserves respect for the integrity of the design. You are not supposed to change the colours in a Van Gogh because they don't fit with your couch, even when you own the piece.

I disagree. Ever played in any sort of team? The good players get more playtime than the bad, Maradona is the star of the team, not their masseur.

I would like the option to put them in fitting positions very much, too.

But they were already there when you got the job. Fine, you want to reshuffle? Then you deal with the political friction that such a shuffle generates, that means you have to pay political points, and people will be unhappy.

It is basically the same that you can start the game with a food shortage: first you have to spend time and resources to solve this crisis. You can see your existing staff as a crisis that must be solved first. If you rate it that high.

Springel, Is this canon or you just telling us your own truth? I would very much like to hear Vics' opinion about this.

I have no problem going the interior council hire and fire way, but I believe it would help new players to get a grip on this beautiful game.

Maybe as a setup option.

Well, Vic wouldn't have designed this whole mechanism when he didn't want to challenge you in this field:

from the manual:

"It is important to realise that it is your bureaucratic apparatus that chooses
the nominees. Depending on your Political System certain candidates will
be preferred due to your Factions’ influences."

That is completely contrary to you being able to freely assign your leaders from the start.

Why would changing positions punish you with angry people and performance penalties if the mechanism would not be needed?

This game fights you everywhere, not only on the battlefield, but on the roads, in the factories, in the offices.
You don't get the designs that you want, but a twisted variation, you don't get the discovery that you want, but some other one. Your favourite leader has other ambitions than you would like, etcetera.

Removing all those beautiful challenges from a 'new' player takes away what makes this game great.

For what it's worth, Cap II and III leaders together are considered the baseline, and most common, per the manual.

Honestly, it would feel contrary to the game's design to let you start with all councils (i.e., bureaucracies) established but assign their leadership. You've just taken over the head position of the nation, but the government still exists. If you really don't like your initial setup, you can re-arrange the positions even w/o the option to fire them - your leaders won't be happy with your micromanagement and high-handed, autocratic refusal to respect the existing leadership hierarchy, but there's a lot of decisions that you're allowed to make that upset subordinate leaders; this is just another one.

And if you really can't stand the possibility of having mediocre-performing political appointees (like the Cap I leader of my largest faction that I spent half my current game getting to the point where I felt comfortable and safe firing him), start with no councils but Supreme Command active.

Well, considering when the president assumes office he appoints who he wants to the positions of the cabinet. I don't really see what you are saying is valid, and it's all opinion, also there is nothing keeping me from firing everyone turn one and reassigning them, other than the hassle of doing so. Also, I specifically said make it an OPTION, not a baseline feature.

You still have to deal with the cards you are dealt in the fact that your leadership pool is randomly chosen, you don't get to handpick who is in there.

I am also not asking to pre-assign the positions, I'm asking for all positions to not be assigned at all.
