So user PerfectDeath on our Discord found out that the way that the attract free folk card works is bugged/open to exploiting:

Is it a known bug/exploit that the attract free folk strat duplicates the free folk? Gives you the pops into your city but returning them to their settlement next turn, you can repeat each turn to generate a massive amount of population. Also, creating a new zone covering their settlement will cause the city with the duplicated FF pops to settle in another area, kinda triples your pops again.
Btw, here's my pop growth while i've been testing this, the FF pops only decline as they naturally assimilate. The dip near the top is where i mass conscripted 15k soldiers.

Basically, it seems like it doesn't remove the free folk pops so you can repeat moving them back and forth to duplicate their numbers.

thanks, the free folk settlement i found for this was at 52k so the first pull I did with the strat card was around 47k, this amount has gradually decreased as the normal free folk migration does reduce the settlement but the attract free folk strat does not and can be used each turn to float around. In the pic posted 27k was the previous turn's pull returning to their settlement which did not actually lose any pop.
