I thought that units couldn't do either if in contact with the enemy. I have had a few cases where this has been possible (certainly reinforce - not 100% sure on upgrade). Is this a bug or are there supposed to be times where this can be done?

Reinforce, yes, they definitely can.

Upgrade, no. (Though you can upgrade adjacent to a neutral unit, e.g. Germany can upgrade its western forces on turn 1 even if they are next to the Maginot Line units, so long as it doesn't DoW anyone before doing so).

If you use the Swap command you can get the unit you want to upgrade off of the front lines, and you can then still upgrade it if you don't move it by itself first.

Quite literally just found this out watching someone else play in a video.
Already a HUGE (for me) impact on my game.

That, and setting way points to guide my navy.

Just be aware that the swapping reduces morale...

I knew about swapping to upgrade frontline units replaced by upgraded units from the rear, but I did not know that this caused a morale loss. Is this a morale loss to both units? I would think that front line units being pulled back would in fact get a slight morale boost, and failing that, should at least not lose any at all.

Both receive a penalty due to the disorganisation caused by passing through each other, and although in many circumstances it will be clear when one unit is heading to the rear and another to the front line, this won't always be the case, e.g. maybe both are adjacent to enemy units and they are being swapped to launch more attacks on a targeted unit. In which case both should receive a penalty. But having different rules gets complicated, and the penalty is not that severe, so I think it's probably best if both receive a penalty?
