No, because unlike say WitE the advantages the Russians have in winter aren't modeled, and it's much harder to attack in any event, even if the turns weren't almost a month long. The turns are also not normalized for the winter months, meaning in summer you might get say 500 MPP/turn, so 1000 per month. In the winter you'll average 250 MPP per month, which makes it hard for the Russian to rebuild his forces before the next Axis wave comes breaking onto their front lines. [It also limits the Axis rebuilds of their own forces, including the Elite bonus troops, fwiw]
