RN & French are stronger, should initiate; but won't because they don't wish to risk a bad search split that puts their reinforcement of Athens at risk. One of my golden rules that I've learned the hard way not to break. If reinforcing, invading, etc. don't risk combat even far superior. In this case I'd say the allies are less than far superior, more likely slightly superior. Because of the weather and axis ships that are flipped, axis cannot initiate. So, no combat.
