Had a low chance roll (3d100 vs 1d100) to unify and it succeeded. Roll results do not display on failure/success. I reloaded the save from the previous round and tried again. Same thing. Not sure if it is even generating a new roll as I even let it run a few rounds. It just succeeds every time. I fired the Director and let the Secretary roll with the penalty. Still a success. Unable to see any roll data to even make sense of it all.
Please display the roll results for Annexation/Unification.
