Relatively new to the game but have played several practice rounds to around turn 12. Last 2 sessions I've noticed 4th Pzr Grp HQ starts turn 1 with zero supplies. Has this been the case every game I've played and just now noticed, or is this something different? Also, last session I used HQ buildup for them, but they were still at zero next turn. As a random event it possibly adds another dimension to planning because it severely limits AP's, but with the complexity of WiTE I may simply be missing somnething.
