Starting a new game as the Japanese player, I've run into the old Mukden garrison bug, with the database having the Japanese garrison required being 2000 instead of 200. This was an issue in version 14 of DBB-B Scenario 028, and was supposedly fixed in version 15.
I had not been able to positively determine if I have version 14 or 15 installed. I verified that the version that I have has the Mukden garrison of 2000. I re-downloaded version 15 into a complete copy of my game directory, for testing purposes, and I still had the garrison issue, which didn't make sense to me.
Would someone check the download and verify that it is actually version 15 and has the Mukden Japanese garrison requirement of 200?

I'm having my opponent email me his copy of the download zip file. We know that his worked for our last game, where he was the Japanese player. I'll test that on my computer. If the current file on the server isn't really version 15, his file will help prove that.
