mahaniok -> How to understand production penalty source? (1/15/2021 1:16:00 AM) In every zone I have "production penalty". In some zones 4-5%, in some 6-7%. It often causes construction to do only 0.5t. Tooltip says it is "from unrest and other issues". My unrest is at zero. How can I find out why is it? thank
