I am copying the following post I made in the general forum: I did not understand if what I will describe below is a proper bug or just a strange corollary of the ruleset.

In the current game I played the following happened: after I barely managed to conquer a new city, the neighboring AI minor faction assaulted and took the city. The next turn it abandoned the city and I could take possession of it again, and after that all the troops of this faction disappeared.

I think I understood what happened: the Ai minor resided in a zone without any city, when it conquered my city I suppose their zone got assigned this city. When you take the city of the territory of a minor regime all of its troops vanish, this is working as intended, so the AI minor in my case was deleted by this rule.

This all fits in the ruleset of the game, but it seems really wrong: if a minor spawns in a territory without any city (like AI or slavers), then I think the rule I mentioned should not be applied.

There was indeed an issue with "Nomads" here!

No problem, also the minor regime in question could take the city without declaring war. I think that this issue of minors taking infrastructure from the player without war declaration was pointed out already in another thread. I wanted to add that maybe you should consider the possibility of a minor having to declare war to pass on a road or rail: I do not know at all how difficult to program this would be but it would very awkward that the minor could encircle your asset and this would not be seen as an hostile action. It also happened often in my games that a minor would almost encircle some of my units, blocking supplies, without formally declaring war.
