I noticed that flying recon mission on a hex with detected neutral unit triggers declaration of war window. And the mission cannot be conducted unless the war is declared. Not sure if this is working as intended as recon mission over empty (or with undetected units) neutral hex definitely does not need DOW.

Recon propably follows the same rules as moving into territory. Wich needs a DOW if you got a existing peace or you know there is a enemy there.
