Is there a way to form brigades from independent battalions? I have 3 independent tank battalions that I want to use to form as the basis for a new armored brigade. Upgrading a battalion only allows me to switch to a regiment.

You'll have to disband the formations under Unit Admin in the right-side bar to return the tanks to your SHQ reserves. Alternatively you can attach up to 2 independent units to an existing OHQ by selecting the independent unit and choosing Change HQ under Unit Admin.

There is no way I know off.

The closest equivalent is disbanding the independant units, waiting for them to land in the SHQ, then form the new formation using the "use SHQ troops" toggle. While you maintain XP that way, you do loose any unit feats that way.
