Searched the forum but couldn't find anything on this. The high tech vault card doesn't provide any of the resources it should. When paid for, it says you get so much of this and that. None of it actually shows up.

Did you check the zone inventory? It goes in the zone, it'll take a turn for it to be shipped to the SHQ.
