In the reports and manual I see text on the civilization level for the empire, derived from the civilization level of all zones.
Within the zones view I see the quality of life ratings and civilization score. What is the relationship between the civilization score and level of a given zone? Are they one and the same?
The civilization level is the square root of the average of all your incorporated zone civilization scores minus 1. So if you incorporate zones with low civilization scores then it will lower your overall civilization level.
QOL subscores divided by City Levels = Maximum QOL score for this category.
Zone QOL Score is the average of the QOL category scores, with strong weighting for the lowest.
Zone Civilisation score will trail the Zone QOL score.
On each of those values (except the QOL subscores) there is a certain delay until the actuall value reaches the target. So everything will lag behind ever so slightly.
