If it's still in v6.1, post it in the Oob Forum (if you haven't already). Any further changes in Oob's will be coming from the Tiger team. Matrix is finally done messing with SPWaW and will be concentrating on bringing out the new games. I, for one, think the Matrix gang has gone way above and beyond the call of duty with this free game, and hopefully most concerns like this will be addressed in the new games - where there will be plenty of freedom to do so. And remember, you can change the squad strength to whatever you want.
