Currently it seems like there's a time limit of 10 turns, regardless of how difficult the task is. It would be better if it were progress based, with progress defined as distance between your borders and the target city. Failure condition could then be if the distance had not decreased over a period of 3 turns. Also, when presented with the demand, you should be told which faction the city belongs told. Finally, the demand will also pop up for cities which you have yet to discover. Which is a bit of an exploit, as the hex coordinates this gives you can be extremely valuable.
