Question on PT Boats (Full Version)

I think I know the answer but I want to be sure. Here is a screen shot of my "ships availability" screen on Jan. 31, 1942. It shows a number of PT Boats as available. If I try to create a PT TF following the rules of using a supplied Transport TF it does not work.
Is the reason because of the date? Not absolutely sure but the 23 boats in the pool may have been from those that were disbanded.

Here is the TF. The TF is at Pago Pago (level2 with 28303 supply). The "activate PT Boats" is grayed out meaning it is not possible.

More supply. Those ships don't have enough as far as I can tell. I don't have the manual handy but check section 6 I think....GP

No, one of Alfred's posts on this was just re-posted by someone. The ships only need enough supply to build a single PT - about 50 points worth. But the supply must have been loaded in the national home port (SFO, Sydney and maybe Brisbane) and there must be PTs in the ship reinforcement queue (pool).

Creating PTs at a base requires 10K supply - I, too, thought that applied to the ship-borne PTs but not so.
