Per title. E.g., Ice Miner card played creates an ice mine in the zone's city (even if there actually are ice resources w/o a mine in the zone) and the next turn vanishes b/c all resources are "depleted".

(This behavior also allows for nice-but-probably-unintended things like adding a farm/xenofarm asset to a city with a dome farm...)

I agree. I am reducing the subset of Asset Types that can be used by the procedural Scrap Stratagem generation algorithm for 1.08.01

Can you make it so the card checks to build/upgrade the asset in the whole zone on a suitable hex?

in 1.08.01 the Scrap Strats have been limited to City Assets.
