Currently, rebels are more of an annoyance and while this is partially a consequence of SE's wargame style making smaller actions invisible, a lot can be done to make them not complete pushovers for any empire that isn't in total decline.
I propose that rebels gain access to - and have a chance of spawning with - older models of their host nation's military, just as militia units do. This way, single units of tanks and walkers won't effortlessly steamroll a 10000 man rebellion.
