Mountains on Hydra

Try as i might, i just cant get mountains to appear on hydra class planets of earth size/gravity. Tilt, age, geological activity, nothing seems to effect the chance of it. Are hydras supposed to be so flat?

Hydras are basically Dagobah-like planets. Flat, watery, rainy and swampy.
