Hi cmanouser1. These are Depth Settings that are standard across all Submarines within the Command Platform. Those titles won't change or disappear based on the absence of a layer. This is functioning normally. Thank you for posting on the Tech Support forums and please let us know if you experience any further problems.

This explanation doesn't seem fully consistent with this item in the latest patchnotes:
"* TWEAK: Unit speed/alt window: Do not display layer information for subs if layer strength is 0".

If you're not displaying the layer information, why displaying layer depth settings (it's not even clear how those depths are calculated given there's no layer).

Because the preset that you are selecting will dictate the sub crews' behavior whether or not they are in an area with layer present.

When, for example, you are selecting the preset "Just under the layer", you are instructing the submarine: "I want you to remain at this depth (automatically adjusted towards the calculated layer floor in this spot) regardless of whether there is a layer or not. If there is a layer, great. If there is no layer, carry on."

If we made it impossible to set a depth preset when the sub is in a no-layer area, then you, the player, would need to actively keep track of the submarine's location and manually bring up the throttle/depth window to set that preference when the sub is indeed in an area with layer. Which, to me at least, translates to tons of unnecessary micromanagement.
