Currently, it is impossible to select a hex for an air attack or air recon unless a state of war already exists with the regime. But sometimes there are good reasons for a player to want to start a war using an air attack. Behavior should be changed so that any hex may be selected for an air attack or air recon, triggering the "declare war" popup when it is appropriate.
