On turn 7, I noticed that my units were not receiving AAMG and Light Flak as reinforcements. Only when I put the divisions in the national reserve in the Refit on status, they began to receive 1/3 TOE every turn. After that I checked for Germany and found that units don't get more than 1/3 TOE Light flak.
Perhaps I do not understand something in the game mechanics, but in WITE 1 such a problem was not noticed.

The production of these items are limited so you have shortages.

I know that the production is limited, but the only problem is how many units are produced. The screenshot shows that 80 12.7 DShK and 50 7.62 Quad Maxim were produced at the 7th turn.
Light Flak is produced but almost never sent, only the inclusion of Refit in the national reserve allows the AAMG and Light Flak divisions to be refilled. On the map, the inclusion of Refit replenishes anything but anti-aircraft guns.

well getting equipment to units in WiTE2 takes more organising. Are the target units on or near depots, are the local rail lines congested (if so replacements are squeezed out).

you say its working in the national reserve - well that sounds as if the system is working pretty much as intended

If anything, i'm sorta wondering at the build limit only being 40 for DShK AAMGs. That's only enough to fill out 4 and a half divisions a turn, which actually puts it at a worse position than 37/85mm AA guns, let alone the 122mm heavy artillery. I'm curious as to what the sourcing is for AAMG production being so low.

I dont know about a production of DShK's or 37mm AA guns in the game at start of the war. But too many units has these elements in its TOE and its not correct (like airbases). Also many AA units has too many these elements in TOE, some of these units should not be presented right from the start on the map etc.
USSR had a real shortage of these types.
There is the source about RKKA and the Soviet Navy on June 1941 and it says that there was 2033 (1878 in RKKA and 155 in Navy) DShK's. 37mm AA guns : 1214 in Army and 44 in Navy. And now check how many of these elements you can see on 22 June 1941.
So it should not be a surprise that all these units drains its a production and can't fill normally itself.

The production of these AA machineguns was quite low in 1941. These began to be produced on the single #2 factory in Kovrov in 1940 only with technical difficulties. As the war began, the Kovrov factory had been overloaded with more urgent orders with emphasize on infantry weapons. So the DShK production line was evacuated to Kuibishev (now Samara) and the production were not expanded there too much until 1943, again the question of the priorities.

The production numbers (including both AA and infantry support versions):
Some portion of AAMGs (around 6000 throughout the war) was delivered to Navy

1940: around 800-1000
1941: 1634 (234 produced in Jan-Jun)
1942: 7400
1943: 14 400
1944: 14 800
1945 (till July): 7400
