What is your difficulty setting? If it's 110 or higher the AI can move units very freely ("cheating"). From a historical standpoint evacuating 200,000 troops is no small feat. The British needed a week and a day at Dünkirchen 1940 (rescuing 330,000 troops), leaving behind all heavy equipment. Comparing the two, Dünkirchen and Dover are much, much closer than Kurland<->Königsberg (or even further west, if Königsberg was already surrounded aswell). Plus Germany had much smaller shipping capacity, of course. My feeling is that it would've taken them months to evacuate the entire pocket.
