Greetings,
now this is something I always wanted:
The ability to start the grand campaign with a "clean start".
Meaning being able to place the usual available units (and SUs) in an organization and placement along the front as one wishes, so basically being able to plan Barbarossa completely from scratch.
The same for the Soviets but with the caveat of having to have a certain amount of these forces (maybe 75% or more) within the vicinity of the border (to show the Soviet idea of forward defense that caused them so much trouble in '41 in the first place).
No Extra-Units and Frozen Units will remain frozen.
I understand the wish to create a completely historic game but for Multiplayer and the feeling to plan the invasion of the Soviet and not "just" executing it, I think it would be a huge step forward and a very nice add.

€: PS: To make it more clear: I don't want a HoI system in which you completely alter history. Merely a chance like "General, plan for the operation, you have following forces at your disposal".
