As OP stated, it was already collapsed by Germany. If Italy is neutral, it cannot enter territory it does not control. Your choices are: 1. Bite the bullet and declare war on the Commonwealth. This makes Italy active and thus it can take full action choices rather than only Combined actions in which it can only move one naval unit. 2. IF playing with the invasion from SCS option, the impulse that Germany attacks Spain then also DoW Spain with Italy and invade somewhere with some divisions. Advantage is both get Surprise against Spain but disadvantage is it generates double the U.S. entry. Also Italy would still not be active and would be restricted to Combineds. They are not active until at war with a major power. Italy can't wait until the impulse after Germany attacks because Spain will already then be aligned with the CW. Edit: I don't know why Italy could not declare war on France and become active. Collapsing Vichy should have created Free France. Are you sure you declared war on Free France with Italy? Maybe wait for the next impulse and see if you can. Since collapse happens during an impulse and declarations of war must be at the beginning of an impulse, perhaps it's a timing issue.
