I understand that the russians HI production must multiply by 2 in 1942
1 factory point = 250 tons of supplies cost 1750 tons resources
is the consumption also doubled
so the accounts sound
500tons supplies = 3500tons ressourced

I also understand it as "output doubled = input doubled"

My understanding is that the multiplier is applied to the number of HI Factory Points you have and is not applied to the costs of input and outputs.

So from 1941 to 1945 1 HI factory point produces 250 tons of supplies from 1750 tons of resources.

And for example, if on 31/12/41 the Soviets have 1000 HI Factory points then this is multiplied by 1 (the 1941 multiplier) which equals 1000. On 01/01/42, assuming you still have 1000 HI Factory Points then this is multiplied by 2 (the 1942 multiplier) which equals 2000.
