Here are a few suggestions regarding artillery and guns. I am playing on openbeta (steam), latest version so for example the artillery acts a bit differently there (it has its own movement). 1. Add howitzer guns (anti-tank guns, that use howitzer as weapon) Currently we have anti-tank guns that only use high velocity guns, my suggestion is to also allow the anti-tank guns to use howitzers as weapons (or have another model: direct fire-support guns). Preferably they should be available at tech level 3 start as that would help immensely defending against native fauna. Comparing these with machineguns: guns cost more, but are more manpower efficient. 2. Unify artillery and guns movement Not sure which version it was added, but currently openbeta has special movement type for artillery. I think it would make sense to switch guns to also use this movement type. 3. Add negative movement modifier to both guns and artillery based on weight Idea is that heavier artillery(/guns) is harder to move around than light artillery. As such, heavier artillery should have a movement modifier that would make it much slower possibly so that it could not even move to mountain hexes while light artillery could (not sure if this is technically possible). This option could possibly replace the current (in openbeta) idea that artillery movement is separate from foot movement. If the artillery would return back to foot movement, but with negative move mod, it would be easy to have light artillery almost as fast as infantry while heavy artillery would be much slower (and heaviest still not able to move to mountain hexes :) ).
