Is there any reason not bring as many full strength units to the map as you can, atleast initially?

by turn 2 you have about 15-20 Division in the box. all with full TOE. Experience is bad of course.

Considering the losses, it is tempting to send all on the map that have a full TOE, division and support units, apart from a few divisions which go to other boxes to minimize VP losses of course ( Northern Front, for example)

I also start building some units very early depending on the stockpile of equipment.

its a tricky judgement but - low TOE formations run the risk of massive losses/shatter just on combat. So all those resources you've just allocated are going to be lost.

but then you often need something to fill out the line.

personally, I'd not build anything in 1941, you get a lot of shell formations - created and from your losses - more than you can refit and you have a horrible shortage of heavy weapons.

units will gain experience quicker in the NM than on the map (in most instances)

and in the opening turns I scour the map and get smashed, depleted divisions into the Reserve TB. I try to leave them there until they have at least an Attack value > 2 but circumstances may say otherwise. Scour the the other reserves for strong units and swap them out for weaker ones. Watch out for TOE upgrades (downgrades) and if a unit is overdue a TOE change drop it into Reserve on refit.

Building units - I build some forts on the approaches to Leningrad and Moscow; and 24 MG Batts only because they are free. Save your Admin points for later.
