Every time if I choose some air directive ( ground attack, airfield bombing, etc...) game freezes and I must turn off the game over Task Manager because the game dont react.

It looks like a hang not a crash.

Next time when it hangs can you generate a dump, by opening a task manager and right click on the game process and select create dump file?

File will be too big even after zipping, so you can share it with any free file transfer service, ex https://wetransfer.com/

Dump stack show that it keeps calling atiumdag!XdxInitXopAdapterServices, when it tries to draw a line. Must be some driver/service conflict with dx9. All of this is external to game code.

It should be possible to avoid such hangs by disabling some of the ATI services. I've seen exactly the same issue to one of our testers who is also running Win7.

Well, you can try to contact Matrix support to get some advise. It is a hard case as Windows 7 is out of support by Microsoft. And I suspect you can hardly get any support from ATI as well. My recommendation would be to switch to supported Windows 10.
