If you read the German general staff meetings (the ones recovered after most were burned at end of the war), there were frequently many divisions all during the war that were well behind the lines rebuilding up strength. So, I guess the scenario designers could've had it come into the game at low TOE and kept it frozen vs having it come in when it was full strength. That's a question you'll have to ask them but either way the end result is the same. As for giving the player the option to throw in a depleted unit? I guess that makes sense but they also have to balance the game for Axis AI. I think it makes more sense to have it come in when it was actually going to fight historically vs messing with Axis AI, who would probably improperly use the unit vs as it was historically used (and on top of that then having to tweak production system even more to handle refit). At the end of the day, it's a game and there's a reason they chose this approach. Division Azul was in Germany in early July 41 but doesn't enter the game until later for same reasons.
