To draw the gauge. it needs the scoring Disaster and Triumph values to be defined in the scenario.

Can you supply a save that shows the error so I can confirm that it does have these values?

I'm seeing the same thing with 1147.24 in the standard scenario Battle of Latakia, see attached. The scoring values appear to be set in the scenario.

Interesting. If I edit the score thresholds (even change them to the original values), the graph appears.
What I see is that the current score is higher than the top threshold, but I think the graph should be showing the actual thresholds (-100 to 100 ) with the pointer against the 100.
The current score is shown and doesn't make sense for it to be the top threshold.

There is no scoring thresholds defined in this scenario. The +/- 100 are the default threshold values used in the code if none set.

If the gauge is empty, then no thresholds are set in the scenario. Once set then the gauge shows from then on.

Fixed in the next build - the screen will report if thresholds have not actually been set in scenario which is why the gauge won't show.
