Cant move into Persia

Just had a curious situation that I cant work out. Germany and Italy just declared war on Persia, but the soviets cant move into the country to help defend it, and nor can they DoW Persia. Persia shows up in the diplomacy screen as Persia (sov)

Persia is up controlled and doesn't cooperate with ussr
