Having problem Soviet Corps 12/7/41.
1st tried to create Corps at 192,121.
Then created several Cav Corps. Then successfully created Corps at 208,141.
Then tried 192,121 again, and 200,130. No luck.
Can't understand.

You can't use units that have Withdrawal data. Look at the 190th Rifle division and in the bottom left you'll see it is set to withdraw in the future. So I think this is WAD.

Sorry. Apparently they had a withdrawal unit that I couldn't tell was one.
