I could not find any Copyright mark in the Manual itself. I would guess only the game itself is protected. Usually it is explicitly written on the 1st page after the title. Right next to the ISBN and contact information for the License Holder. But the SE manual skips that and goes right to contents. However a Copyshop might err on the side of caution, but that might be too much caution. It can be explicitly allowed to copy some parts with the phrase "Permission granted to photocopy for personal use only", but I think it has to be on every page that is thus allowed (so it will also be visible on the copies). A open license like they use on Wikipedia could be applied to the whole book. Source: My experience with Pen and Paper Roleplaying books, including the Character Sheets :)
