I'm really struggling to change this soviet TB arrival hex. The current one is right on the front line and in fact effectively cut off so I need to change it but I'm not seeing the ability to right-click another hex and change this. Am I missing some restriction here?

just set it, (10 hexes from front, on rail etc), order units to move from reserve and that is where they go, reset, order some different units and so on
