Base in Africa? (Full Version)

I'm currently making a mod for my own personal use: the usual fictional "more toys" type of mod. I have this idea of including a fictional japanese naval base on the land in the upper lefthand corner of the map, Italian East Africa, to represent an abstract starting point for German subs and raiders. Is it possible to place a base there. Any issues I need to know about before I try to implement this?

Also, out of curiosity, what would happen if I made a base that wasn't on a land hex? In case I decide to move my "german" base closer to the horn of Africa.

Axis side cant use off-map features so as long as its on map part of the world you will be fine

Also, out of curiosity, what would happen if I made a base that wasn't on a land hex? In case I decide to move my "german" base closer to the horn of Africa. I remember testing a base in ocean , ships were able to dock and disband. Didnt test with land units though

Although a few holdouts waged a guerilla war from Nov 1941 - Sept 43 when Italy surrendered to the Allies the LAST "BASE" IN ITALIAN EAST AFRICA SURRENDERED TO THE ALLIES IN NOVEMBER 1941. Said "base", GONDAR, is about 200 miles from the sea.
