What activates Finland to enter the war. I have played 4 games thru July, and I have yet to see the Finns.

Continuation War is abstracted in Theater Box. There's multiple events that trigger the Finnish offensive in the first few turns, but you'll never see Finnish units on the map to control like in WITE1 (minus some events that may spawn them).

I thought it said in the rules somewhere if you take Lenningrad they can come on the map?

yes see the events in the Finnish Campaign (40.1), take Leningrad before March 42 and you might get 3 divisions and a HQ.

I would prefer to play against the Finns. I miss that from the first GGWIE.

Maybe they make Winter War scenario etc.

A winter war scenario might be near unplayable at WITE2's divisional scale. Imagine attacking fortified hexes with a Red Army even less competent than on June 22, 1941.
